    "People spend about 80 percent of their lives indoors, and the indoor environment directly affects human health." Zhang Xiao, a deputy to the National People's Congress and president of Meizhou Urban Planning and Design Institute, told China Construction News that one of his proposals this year is to strengthen pollution control of interior decoration.

Zhang Xiao said that decoration is an important guarantee for people to live in a decent place. With the continuous improvement of people's living standards, in order to improve the indoor environment, more and more office and residential decoration. However, in recent years, many indoor environmental pollution incidents have occurred in society, causing social concern.

At present, decoration pollution control has become the focus of people's attention, indoor air pollution control industry has also been rapidly developed. But in Zhang Xiao's opinion, there are some illegal indoor environmental treatment companies, such companies do not have formal legal production qualifications, the use of shoddy products have no real effect, fake treatment and even produce "secondary pollution", but seriously affect people's lives, health and safety.

    In order to improve the indoor environment quality of office buildings and homes, relevant national departments have formulated a series of standards, For example, "Indoor Air Quality Standard", "Technical Standard for Pollution Control of Interior Decoration of Residential Buildings" (JGJ/T436-2018), "Code for Indoor Environmental Pollution Control of Civil Building Engineering" (GB50325), "Administrative Measures for Interior Decoration of Residential Buildings" and "Code for Residential Design" (GB50096-2011), etc. There are clear regulations on the activity, concentration and management of indoor air pollutants in residential buildings.

    In addition to the problems encountered in the implementation of these codes and standards, it is difficult for ordinary owners to distinguish the various decoration design, construction and publicity materials in the face of interior decoration and pollution control, Zhang said in the proposal. In order to regulate the pollution control of interior decoration and protect people's life, health and safety, he put forward the following suggestions:

1. Modify relevant laws and regulations. It is clear that decoration enterprises and decorators shall entrust qualified testing units to detect air quality. If the inspection fails, the decoration enterprise shall rework the work and the responsible person shall bear the corresponding losses;
   
2.  strengthen the management of fine decoration room. For the fine decoration room, the developer shall provide the owner with the environmental testing report certified by the CMA (inspection and testing agency qualification Identification Mark) qualification agency before sale;
   

    3, improve indoor environmental pollution control standards. Some indoor environmental pollution control standards are too low, which is not conducive to protecting people's lives, health and safety. Such as the national standard indoor formaldehyde is now 0.08mg per cubic meter, which has been able to cause people discomfort, has improved the risk of leukemia, it is recommended to refer to the European formaldehyde release standard, the 0.08 reduced to the safest range (the best is 0.01~0.02mg per cubic meter);

    4. Strengthen the management of decoration material production enterprises and sales market. The production and sale of products that fail to meet national environmental protection standards shall be prohibited, and pollution shall be eliminated at the source of materials.

    5, clear or establish the supervision department of decoration pollution. Let the interior decoration from the review, record, cost budget to the third party supervision, acceptance, there are corresponding institutions for special management;

    6. Strengthen industry integrity management. Government departments should support and clarify the management of trade associations, in order to give full play to the role of industry self-discipline. To engage in interior decoration pollution control, construction business and decoration materials supply, must go to the local trade association for good faith record. Regulatory departments and industry associations often randomly inspect the interior decoration and decoration site, and find violations, which are recorded in the company and personal integrity files. The integrity level of decoration companies and decoration materials will be published regularly by the industry association to make it difficult for dishonest enterprises and individuals to survive and create a good business environment.
